ATTENTION STEWARDS...
Again, it has come to our attention that union stewards need yet another crash course in steward training 101. We cannot stress enough, the importance in checking dues receipts weekly. If these receipts were checked accordingly, we would not have suspended members working on site and we would have an accurate idea of what contractor owes fringe benefits and to whom.

The following information has been taken directly from the By-Laws of Local Union No. 17. It outlines in detail the duties of the Steward. In addition to the duties listed below the Steward (must):

• The Steward must make a steward report each week that coincides with the weekly pay schedule. He must also fill out any accident report during the week the accident occurred and MUST DELIVER REPORTS' TO THE UNION HALL (email, hand delivered, faxed, or mail-in).

ARTICLE V – LOCAL 17 BY-LAWS
STEWARDS

Section 1. There will be a steward on each job who will be appointed by the Business Agent in that area or district. The Steward shall handle all grievances on the job and try to adjust them. In the event he cannot, he then must report the problem to the Agent. In the event of an accident the Steward must accompany the injured worker to the hospital or his home as the case may require, without any loss of time to the steward. He then must also file an accident report to the Union. Failure to fulfill duties as Steward would be cause for dismissal. The agent shall have the right to dismiss the Steward in his area if he deems it to be in the best interest of the Local Union and its members.

Section 2.The Employer agrees that the Job Steward will not be discharged until after proper notification has been given to the Union and, further, when employees are laid off providing he is capable of performing the work in question.

Section 3.
When starting on a job in the jurisdiction of this Local Union it shall be the duty of the Steward to notify the Business Agent of the job, giving location of job, name of contractor, and class of work and possible length of job. He shall be paid all postage expenses by this Union.

Section 4. Steward shall make a note of all grievances that might arise on job and report same to the Business Agent. All Stewards in Cuyahoga County will make a written Steward's report at each regular meeting. The above rules apply to Stewards on jobs outside Cuyahoga County except that they will be required to make written weekly reports and verbal reports at meetings twice a month.

Section 5. The steward shall make a note of all grievances that might arise on job and report same to the Business Agent (postcard when out of city). When working in the city the Steward must make a verbal report to this Union on meeting night, said report to cover all classes of work on jobs that come under the jurisdiction of this Union.

Section 6.
It shall be the duty of the Steward to examine all working cards (dues receipts) and permits when members first start on job and regularly thereafter once each week until completion of job.

• WE NEED THE ASSISTANCE OF EVERY MEMBER – IT’S YOUR OBLIGATION. Without the members’ assistance in the matter, we cannot help you to ensure that your benefits are being paid in a timely manner. The Steward reports are essential in our ability to protect you the member.

• Any violation of the above (By-Laws), shall also be a violation of the International Constitution, per (Article XXVI, Section 18) OBLIGATION OF MEMBERS. The Union will ENFORCE these provisions of the By-Laws of Local 17. Charges will be filed against those who work with no steward, or against a steward not abiding by the duties outlined above.
